Rooted Here.
Ready to Serve.
I'm Luke Kilpatrick — a proud father, local business owner, and Sand City resident since 2020. For four years I've been at the table, attending council meetings, speaking up for my neighbors, and watching our city grow. Now I'm running to help shape what comes next.
Why I'm Running
Sand City Is Ready for What Comes Next
Our city is an up-and-coming home for growth in Monterey County. We need council members who are representative of the next generation of leaders who can help Sand City take advantage of the future opportunities before us.
— Luke Kilpatrick
After the events of 2020 made remote work an option for me, I took the opportunity to buy my dream home on Ocean View Avenue. My neighbors in Sand City are some of the most amazing people I have met, and throughout the last six years I have attended most council meetings — both in person and remotely — keeping up with the happenings in our city and the county at large.
I have had the pleasure of speaking up on behalf of my neighbors as well as fellow business owners about matters that affect us all. In my career, I have worked in everything from manufacturing to art to high tech — all industries calling Sand City home. I can't imagine living anywhere better, and as a council member, I will endeavor to serve this community well.
The Issues
What I'll Work On
Housing & Land Use
Support for the South of Tioga project, ADUs, mixed-use development, and cutting the red tape that makes building in California harder than it needs to be.

As the organizer of Sand City's 2022 STR ordinance — which has generated nearly $250,000 in TOT for the city — I know how to balance business viability with community needs.
Read more →Water & Infrastructure
Cal Am's cease-and-desist cost this region thousands of housing and business units. I support a public water buyout, the recycled water project, the MST Surf! transit line, and undergrounding power lines.

The park near my home went through three years of construction and came out less engaging than before. I want a phase two that actually serves our kids and families.

I support equality and personal autonomy, living wages, and lower-cost childcare — because equal standing in the workforce benefits everyone in our community.
Read more →Fiscal Responsibility
Sand City has a strong tax base. I want to make sure we're making smart decisions about in-house vs. contracted services and keeping the city's finances as healthy as the community deserves.
